Section 21 of the National Building Regulations and Building Standards Act 103 of 1977 - whether a municipality which has obtained an order authorizing it to demolish a building erected in contravention of section 4(1) read with section 4(3) of the Act enjoys a discretion whether to demolish the building in accordance with the court order.
